Bhubaneswar: In a meeting chaired by the Odisha Chief Secretary Jugal Kishore Mohapatra the IT literacy course designed by Odisha Knowledge Corporation (OKCL) has been considered necessary for all Government employees for recruitment and promotion. The course designed by OKCL has been named as OS-CIT, a complete computer course for every citizen. The proposal for making this course mandatory for recruitment and promotions was discussed in the meeting. Chief Secretary has directed the Principal Secretary Higher Education Gagan Kumar Dhal , present in the meeting to initiate proposal in the matter for necessary Govt orders. Chief Secretary Mohapatra has also advised OKCL and department of higher education to design IT literacy courses for students at secondary and higher secondary levels. Mohapatra has directed that specific arrangements for imparting of teaching, learning and examination and award of cobranded certificates on IT courses should be developed through joint efforts of CHSE/BSE, Odisha and OKCL. The OKCL has also been advised to devise user friendly modules for senior citizens so as to enable them to have contact with their sons, grandsons, family members staying away from family and to facilitate their day to day transactions.
Discussions in the meeting revealed that OKCL set up as a public limited company through joint equity of Govt. of Odisha and MKCL (Maharastra Knowledge Corporation) has taken up e-Learning, e-Empowerment and e- Governance projects for promotion of IT (Information Technology) & ITES ( Information Technology Enabled Services) in Odisha. In its e-Learning process the learner is exposed to world class real life case studies of socially useful and productive outputs. The learners are trained with integral skills with global best practices. For carrying the opportunity to more number of people, OKCL has already promoted more than 224 ALCs (Authorized learning Centers) in different parts of the State on PPP mode and more than 1379 learners have been registered till now. Managing Director, Santosh Birari has said that another 800 centers will be opened during the year 2014. OKCL has successfully completed GSSK ( Gram Sabha Sashaktikaran Karyakram ) in which massive data (both uploading and analysis) of Gram Sabhas could be done on the very next day of the condution of Gram Sabha. It has also developed ICT school scheme and other projects for ITES.
It has been decided in the meeting that the premier Universities of the State will be accepted as equity partners in OKCL. It has also been decided that University Digitization and CHSE Computerization will be done through OKCL. Chief Secretary has directed Pr. Secretary Higher Education to take necessary steps in this direction. The Corporation has envisaged future projects like Secured Remote Paper Distribution process for examination in colleges to avoid leakage of question papers and practice set of question papers for engineering and medical students.
